Ok there is some confusion on what is in and out on putts so to make it more understandable for all I went on PDGA's website and found a page that should help you with the rules changes that happened this year here is the link

if your disc is not in you mark it directly under where it is and then drop it in no penalty stroke you do take the extra stroke to put it in but you don't get a penalty on top of that
